Grants of up to $20,000 to Maryland nonprofit and faith-based behavioral health providers in eligible locations to mitigate the impact of the Coronavirus (COVID-19) health crisis. Funding is intended for repairs and upgrades to facilities in order to maintain operations and continue to serve residents of Anne Arundel County. Eligible applicants must provide behavioral health services in Anne Arundel County.

The Anne Arundel County Department of Health (AACDOH) is seeking behavioral health treatment and service providers interested in receiving funding to support infrastructure repairs and upgrades to their facilities in order to mitigate the impact of COVID-19 and continue to serve Anne Arundel County residents negatively impacted by the pandemic. Funding for this grant opportunity is provided through the American Rescue Plan Act for Behavioral Health Infrastructure Community, under the Public Health Response use category.

Priority will be given to providers working with low-income, vulnerable populations in Anne Arundel County, including clients receiving Medicaid benefits, clients living below the federal poverty line and clients earning less than 60% of the median income for Anne Arundel County. 

The grant funds should be utilized to mitigate the impact of the COVID-19 pandemic by addressing needs, including, but not limited to:

  • Improvements to HVAC systems to more efficiently handle air to reduce the spread of the virus
  • Ability to provide telehealth services to residents to decrease crowding in behavioral health programs
  • Purchase of supplies (e.g., PPE, cleaning supplies) that will allow mitigation and prevention of the spread of viruses
  • Any other COVID-19 related expense reasonably necessary to the function of the program that otherwise satisfies the eligibility criteria

Additional Eligibility Criteria:

In order to be eligible to receive assistance, the provider must:
a. Be a behavioral health provider providing Behavioral Health services in Anne Arundel County
b. Be in good standing with the Maryland Department of Assessments and Taxation
c. Be in good standing with the Maryland Charities, if applicable
d. Be licensed or certified by the appropriate governing body for the services to be funded
e. Not be a governmental entity
f. Be a community or faith-based nonprofit organization
g. At the time of funding, be properly registered on

Target Population:

To be eligible for funding, the grantee must provide documented proof of one of the following:
- At least 75% of the eligible behavioral health provider’s clientele earn less than 60% of the median income for Anne Arundel County/receive Medicaid Assistance
- Over 25% of the eligible BH provider’s clientele are below the federal poverty line.

Ineligible expenditures include, but are not limited to:
e. Replacement of lost revenue
f. Payroll
g. Expenses that have been or will be reimbursed under any other federal, local or state opportunities
h. Construction costs
i. Lobbying
j. Fundraising
k. Taxes

Applications will be accepted on a rolling basis. Initial application review will be completed by June 30, 2022 and will continue based on eligibility of items/activities and available funding, until all funds are committed.
